ADKAR (Awareness, Desire, Knowledge, Ability, and Reinforcement), is a good start, but creating desire is a challenge.  You can create extrinsic motivation through incentives, but intrinsic motivation, doing something because you want to do it, is much more powerful, and much harder.

Three cheers for ADKAR – it’s much better than nothing.  But:
–  Change management is not a linear process,
–  Knowledge is not competence
–  Change is not a ‘one size fits all’ proposition.
